Report a translation problem
The TL;DR is that it's as balanced as you want it to be - there's a reason I allow players to set how much each kill gives them. I haven't claimed it to be vanilla balanced, nor will I. Your idea is solid, but at this point I'm not creating more addons for Cortex Command (and my skills with weapons and the like is best described as godawful).
I'll look into it. Best I can do with the current lack of documentation is probably adding a bunker bit.
