By comparison both Weaver and Faulke offer only a temporary arrangement after which they will attempt to resist and break free just as Carter did.
Weir is driven by scientific curiosity whereas Weaver and Faulke see the merging only as a means to an end.
With that in mind it makes sense to choose to merge with Weir regardless of how the story progresses afterwards.
It's like the game does not take into acount that you could be trying to supress instead of suport someone.
