I noticed that a lot of people are having issues trying to play the original Splinter Cell with a control pad. The problem is that when Splinter Cell was released, no one really used pads on PC. Times have changed, and thankfully developers are now adding pad support on their latest titles.

However the Original Splinter Cell suffers from a speed of movement issue. Ubisoft used the mouse wheel to control speed of movement (which is great for keyboard&Mouse players!) and Xpadder/Pinnacle cannot overcome this with a suitable fix. Mapping the up and down of the mouse wheel onto the D-pad or shoulder buttons is not acceptable for many.

Therefore, in order to have the left thumb stick control not only direction but speed of movement you will need to follow my guide:

1. Load Steam
2. Navigate to your Steam Library tab
3. Select your Splinter Cell game and right click on it
4. Select Properties at the bottom
5. Select browse local files
6. In the top right-hand searchbox type in: splintercelluser.ini
7. Now find the command line: JoyX= and change it to: JoyX=Axis aStrafe DeadZone=0.3
8. Now find the command line: JoyY= and change it to: JoyY=Axis aForward DeadZone=0.3
9. Click file in the top left
10. Click SAVE

All Done!

REMEMBER: Do NOT map the W,A,S,D keys to the Left Thumb Stick as you would in other games, that would interfere with the above code.

For the other keys view the accompanying controller image and map using Xpadder or Pinnacle.

Hope you enjoyed this guide and happy stealthing!

I also have problems with the pick in the first door of the training session, the first bolt turns but later it doesn't pay attention to anything, is there anything I can do?

As written in the comments, you need to scroll the mouse before the Joystick will recognizes what it needs to be doing.

@panski Are you using Steam's Controller Configurations? If so, turn it off. The controller set-up for Steam completely overrides everything, including what is included in the game's .ini file.

If you aren't sure if it is turned on, go to Steam Big Picture Mode, go to Library, and select Splinter Cell. Now, go to Manage Game, then Controller Options, and set, "Steam Input Per-Game Settings" to "Forced Off".

This did nothing at all, I bound the joy sticks to their xbox positions and tried having them unbound completely. Neither worked, and changing of the .ini did nothing to either set up.

The guide isn't specific enough. It states to simply look up "splintercelluser.ini", but that comes up with six results, only one of which works.
The one you need to add the code to is in the system folder. If you find one in English, Italian, Spanish, and so on, then that is not correct. The code MUST be put in the file in the system folder.
