You had to make a prison which has no incident for 48h, I would call a riot a incident ;-)

Summary:
- normal doors and open locked large cell doors only
- min. 50 highsec and 20 normsec prisoners
- no policy
- no staff only zone
- max. 10 guards and 2 k9
