You there! Khajiit! Are you tired of the glass helmet looking like crap and removing your hair when you wear it? Are you tired of helmets crushing your ears? Argonian! Tired of having cut off your horns and feathers every time you put on a helmet? Bosmer! Dunmer! Altmer! Orsimer! Tired of your ears jutting out of what should be solid metal? Well...are there circlets for every armor type (leather, fur and hide not magical enough), and a custom, beautiful Daedric Circlet? A Dwarven Circlet? An Ebony Circlet? Clavicus Vile? Nightingale? Can you craft them!? Do they use alchemical ingredients that fortify armor types!?
Do they count as their respective armor AND give additional bonuses!?
Are there Dragon Priest Circlets that can be copied from the masks of Dragon Priests?

If you have a head, you can benefit from these lovely pieces of jewelry!
They DO count toward armor bonuses! Did I mention that?

Circlet Helms can be found in levelled loot with their enchanted helmet counterparts! You can craft them, too! They appear under Jewelry and the materials that require a skill of 60 or above (Glass, for example) also require the Arcane Blacksmith Perk to craft. The idea behind them is that they are tied to the planes of Oblivion, and are essentially invisible bound helmets. They are listed under Jewelry for sake of eliminating clutter in the smithing menu.
Warlocks will have them more than other enemies, and you can also find them wherever normal circlets are sold...and found.
If you already have a Dragon Priest Mask and the Arcane Blacksmith perk, you can copy it and make a circlet from it with the same enchantment!

They do not replace the normal circlets or normal helmets, they are new, additional armor pieces.
Most of these circlets use the same textures as normal circlets, so any custom textures for circlets will work with these, too!
You craft them with metal and gems and alchemy ingredients, because requiring leather strips for a circlet that clearly doesn't have them doesn't quite make sense.

Let me say that again: THE WEIRD RECIPES ARE ALCHEMY AND ATTEMPT AT BALANCED "REALISM."

I could do that. It'll take some time, since I'm working on other things right now, but eventually I'll make a "Legendary" version of the mod available.

That's entirely possible (it being Skyrim's fault)! Oh, well, by the time I've got round to making a new one I'll hopefully be better at enchanting and can make it stronger :)

No one's ever reported an issue with enchanting. I'm not sure how I can help with that, though, since the enchanting system is pretty hard-coded. And if it isn't, I have no clue or skills for changing it. I'll try to see if I can recreate the issue, though. And if I do, maybe I can fix it.
But I make no promises, it could have been Skyrim's fault.

Do you know if there are any issues with enchanting the circlet helms? I crafted a light iron circlet in Markarth, took it to the enchanter in the keep, enchanted it with fortify archery, and went on my merry way. Travelled to Windhelm, went to put my shiny new circlet on and realised it wasn't there - reloaded the quick save I made just after enchanting it and it wasn't in my inventory there, either, and I checked that I hadn't sold it to Calcermo. Unfortunately I hadn't saved between crafting the helm and enchantting it, and my auto saves had already moved on. Not a massive loss, but curious if this was a known issue (sorry if it's already been addressed in the comments...)
