Preparation
Back it Up - NOW!
Before you do anything that will drastically change or modify your gaming experience, you should backup your saved game! Backing up your saved game is also essential for your own peace of mind. If you choose to switch between your original and new configuration; you must have both saved games. If you don't save your original game and you don't like the new configuration, it's your fault that you didn't Back it Up - NOW! A save game is to be overwritten so when you add new configurations and unlock new cars with extension tools, when you save your game, it will overwrite whichever file is in your save game directory.

Okay now that I've boosted your desire to back up your current saved game, I will tell you how to do that! But first, go to your desktop and make a folder and name it whatever you like, although I recommend making a title relevant to your mission like "Old Save - FUEL." This is the folder you will be backing your original save game to. Do not delete it!

Navigate to your save game, as an example I've shown you a picture of my directory path which is
C:\Users\admin\Documents\My Games\FUEL\benenatiTheGr8.

The only file you need to backup is right here; this could not be more simple unless you have some disability which makes it hard for you to get to this point, and I'm sorry that you have such condition(s) if you do. Peace and love, peace and love. Moving right along we are; you can right-click this file and select copy, make active the folder on your desktop you recently made, for this is the very reason why you created it. While your desktop save game folder is active, right-click and select paste.

When both file names are the same from each folder, you've correctly backed up your original saved game file. Now you can move on in peace of mind. I find this also useful if you feel like you want to use your original file to continue playing career races although later I will tell you what will occur when you unlock everything and how to change back to your original saved game.
REFUELED: A FUEL Mod
This is Like so Awesome Owh Muh Gawd!
After you've downloaded and installed FUEL, you can download and install: REFUELED. Go ahead and click on that link I provided you and you can read about FUEL - REFUELED. What this guide will focus on though is what is known as FUEL: REFUELED 2013.1 [R2]. I suggest you read anything you can about how to install these mods from tutorials like FUEL: REFUELED 2013.1 [R2] - Installation Guide. When you're done installing it, we can move on.

Installation Guide
Excerpt: "In the JSGME mod manager window you will see a list of mods available to you. FUEL: REFUELED 2013.1 comes with 56 mod packages and there is no need to install them all. REFUELED is broken down..." - Vetron, REFUELED Creator and Installation Guide Tutorial Author, excerpt taken March 8, 2013 15:59 PST

Using FUEL: REFUELED 2013.1 [R2] - Installation Guide, you should already have completed instruction and should know by now what JSGME.exe does although I will brief you on it anyway. My understanding is that JSGME.exe is a Graphical User Interface (GUI) program that is used to enable or install mods and extensions into games. JSGME is not solely used for FUEL. Of course you can research this program if you have any desire to, and I encourage doing your own research, because you can't assume that what anyone ever says is right, true, and accurate.

Back on topic brings us to what else you need enabled to unlock everything. Open JSGME.exe and find the very specific name(s) of extension(s) I call out to enable. To be able to unlock everything you will need [O] - General - Enable Debug Tools. That's it and this was a nice tutorial I hope we talk soon again. Just kidding! Ok enable that previously mentioned extension what JSGME should look like now is simply:

I know you might be thinking, "I can just enable [O] - Career - Unlock All Driver Gear and [O] - Career - Unlock All Zones and be done with it; I'm not stopping you from experimenting and by all means, figure out what happens when you do that. Although I am going a different route and sharing my results and again, this decision you're about to make is your own responsibility and result whether good or bad is solely your doing and no one elses. You cannot blame anyone because FUEL crashed for modifying a game without realizing that there are repercussions to this process if done incorrectly or even done correctly but took it too far; beyond the capabilities of that which this guide was made for.

Ok seriously I am going to finish this part soon; leave all current windows open so that you don't have to aimlessly search for them again when you need to get back to their locations. That is all for this section of the guide; read on for further guidance.
Start Your Engine!
Beginning Unlock Process
What is so spectacular about Steam is that you can open the steam overlay in most games by default settings, press Shift and Tab on your keyboard. I hope they are easy to find for you because I won't describe where those keys are located. That will open Steam Overlay while you have most games started that support it.

Note: You can also read along with this article (if your computer is stable enough again; not my fault if your game crashes when you perform this shortcut), press Alt and Tab keys which will take you back to Windows desktop. Just Alt + Tab back into FUEL whenever you have instructions stored in your short-term memory, you can go back to FUEL and perform those tasks quite easily. You can take notes if you want; I don't care just as long as you do it right the first time so I don't have to hang around answering a bunch of questions - not that I would go crazy if I had to.

So you've started FUEL with the mod [C] - Patch #5 and extension [E] - REFUELED 2013.1 [R2], with optional [O] - General - Enable Debug Tools enabled. Now you have to get into free ride (preferably offline) so once you get to the pause/ main menu screen just press Escape on your keyboard or go to the right-most icon (the two arrows pointing at each other possibly symbolising multiplayer connection) and select Offline Free Ride as pictured here:

Once you are in free ride mode, if you are using a keyboard press T, if you are using an Xbox 360 Controller press LB (Left Bumper). If you have a hard time finding either of those keys, use a desired search engine to find information that can help you find them like a picture of your input device. If you have an Xbox 360 Controller, simply go to FUEL and right into Options and then select Controls; this will show a complete layout of the Xbox 360 Controller. Although it won't say, "LB - Debug Tools" because the debug tools aren't part of the original gameplay.

Either way will display a debug menu and there you will have to locate Unlock All by default this is switched to NO. As soon as you switch this to YES marvelous things will occur.

This very setting will give you many Games for Windows - Live achievements, unlock all your cars and they will all be paid for, it will complete (1st place) all career and challenge races, unlock all liveries (decals) for all vehicles, unlock all driver gear, give you a maximum amount of FUEL (in-game currency), and save your game.

Like this achievement, Gear Freak, explains perfectly what just occured in FUEL which was it unlocked driver gear; here is a screenshot that says just that,

Here is a screenshot showcasing my second list of zones that have been unlocked; the first list can be found by navigating left,

Now is the time in joy, to shout aloud and make weird and funny sounds because you don't have to deal with the demon-possesed AI (Artificial Intelligence) bot racers. Read further to seal the deal or just stop here and don't clean up. What you will also find in the last section are problems I've ran into and how I've used troubleshooting to fix them or at least get around those problems.
Finalizing an Exception I've Made
You Should be Excited, I Sure Am!
Finalizing this exception I've made about unlocking everything in FUEL just because I want to have fun playing online with other people, I have written this whole guide by fingers with help of a more healthy diet, as an American, and coffee which is also deeply embedded within American's diet well that's more like caffeine, without caffeine our bodies would sort of shut down to let us know that the American's diet is almost inhumane.

Close your purchased game of FUEL and then move on to the following instruction.

I'm here now to let you know how you should keep clean; open JSGME from where you installed it (I installed it in my game directory as seen in this previously used image:

As you can see the location is (for me): C:\Program Files (x86)\Steam\SteamApps\common\FUEL that is where my JSGME.exe program is located. Once you have it opened, select [O] - General - Enable Debug Tools and click the "<" button (Disable selected mod). That way you don't have to accidentally bring that debug tool up again (it's unnecessary for how I play at least). Leave enabled [C] - Patch #5 and [E] - REFUELED 2013.1 [R2] which will still allow you to reap benefits of Vetron's great modding work.

I was finishing this section and I realized I missed part of a bonus for you coming here, I just want to tell you that when I play FUEL, I have optional modifications enabled like [O] - General - Disable Bloom, [O] - General - Disable Motion Blur, [O] - General - Disable Movies, [O] - Interface Theme - Fullscreen Map Menu, and finally [O] - Vehicle Colors - Bright Palette just to improve my gaming experience. Although the bloom and motion blur you might want to leave default (don't enable them in JSGME) if you think your game experience will benefit. Here is a screenshot of what my JSGME program looks,

Backup New Save
While you're back near the folder I suggested you create, where your old saved game file is located, make another folder inside next to your old saved game file and type a name for it, I suggest, "Mod Save - FUEL."

Open this new folder you've created, this is where you will save your current progress.
Now again copy your current saved game which is the game you just unlocked all driver gear, vehicles, Games for Windows - Live achievements, etc. from your saved game directory; I will share with you that image again, this is similar to where your saved game will be: C:\Users\admin\Documents\My Games\FUEL\benenatiTheGr8. (focus: "ORIGINAL FOLDER")

Paste your current saved game in "Mod Save - FUEL" folder and when you're done with that, you can start making weird and funny joyous sounds again. Here is what your original folder and mod saved game folder should look similar to,
Troubleshooting Solutions and Extras
Run with It!
Now I give you permission to close any extra windows and file locations you have open (I don't like keeping them open if I have no use for them). Before you run FUEL again though let me warn you about possible issues. If you run into issues that I don't discuss here then you have to figure out how to fix them yourself unless I feel like I want to help you further. Like I said at the beginning, any actions you perform, the results whether positive or negative are you own responsibility.

My Short Troubleshooting Section
At this point in time - I suggest you don't change liveries on Democles (drag racer) because there is a glitch with it that makes the game crash while in free ride if you choose to select the blank livery that is present.

If your game crashes after you selected a blank livery for Democles (drag racer) you might run into this next issue but also you might run into this issue some way that I haven't figured out.

If your game crashes while you're starting FUEL again, delete your recently saved game (in C:\Users\admin\Documents\My Games\FUEL\benenatiTheGr8) and retry this process which includes enabling debug tools in JSGME, using debug tools in-game and setting Unlock All in-game to "YES," resaving your game in-game to be sure it saved right, and finally restart FUEL to see if you can get to the pause/ main menu. If you can't, search for answers and leave a comment on this guide, perhaps myself or this vast community will be able to help you.

When you think you've solved your issue, please make a backup of your then-current saved game and place it in the appropriate folder whether that is "Old Save - FUEL" or "Mod Save - FUEL" that is, after you've closed your game so as to not disturb any process of saving and/ or reading of the saved game file.

Be Aware
Livery, vista points, and bonus vehicle location markers and doppler trucks will still be visible even after you've unlocked everything in FUEL using this guide. I don't know how collecting any of those items will affect your game at this point in time so that is another good reason why you should have backup saved games.

More Extras
Since I've got your attention, I'm going to link you to videos that aren't relevant to games, they are documentaries, they are very interesting ones at that so don't just assume they are boring.

I am not listing regional-specific documentaries because these issues in our current age that are documented and talked about are mostly worldwide issues. These documentaries shed light on what is and/ or what could be.

Last Words on Topic
Thank you for reading this guide I hope what I have created here will guide you successfully for a more pleasant online experience. Technically it's not cheating or hacking because it doesn't alter gameplay in my favour or anyone else's for this matter because this guide simply unlocks everything that a player would be able to in-game. It doesn't allow you to fly, it doesn't allow you to become invisible or something really pathetic; rather, it gives you more options while on a free ride if before you didn't have vehicles and zones unlocked that other players had.

FUEL is a fun game for me, that's why I made this guide. Okay that wasn't the only reason, I actually deleted the game that included my dreadful saved game, the one that I had to experience the demon-posessed AI bot racers in career and challenges so I figured perhaps I can just avoid all that unnecessary stress and with amazing work from Vetron, I can take advantage of what this game has to offer once everything is unlocked.

Awesome guide, I am very impressed. I never knew you were into making guides. Plus you do very well with them.

Nice guide and a great mod for this game. Too bad they took it off Steam, but for those of us that have it we are golden!
