Why does anyone think that anyone but Valve gets to decide what the stats are for these things? Everything else is a suggestion. Valve won't something that doesn't add to the gameplay experince in any way. Essentially what the workshop voting is for, is if the models/concepts for the appearance of the items, look like they would fit into TF2.

to make the medic stay true to his purpose, the Mercy Killer's leech meter should be able to be activated at any time. we don't wan the medic running around trying to deal damage just to top off his meter.

if you are at full health, it could grant proportionate overheal. when the leech is used it gives the medic +75 hp (half his normal health). if at a health level larger than 75, the extra healing is transferred to an overheal which has a slower decay rate than normal. this would help the medic recover lost health from things like a rogue scout attack, and to enhance survivability. its range would be severely reduced as a downside, since it would have a short-range laser rather than projectile syringes that can arc and travel large distances.

The Mercy Killer could function like a laser. Meaning it fires a continuous stream of damage within a certain range, similar to the Short Circuit. Damage can be adjusted into balanced ranges. It could leech health from enemies it is hitting, and it could either grant this health to the medic, or(if that's too similar to the blutsauger) it could transfer that leeched health to a leech meter. When the leech meter is full, activate it while holding the Mercy killer using alt-fire. The leech meter upon use could give you healing.

The Anti-Death Ray could deal damage to enemies that the healing beam hits. if an enemy comes near you and your heal target, just get them between you and your target for a damage similar to the Mvm shield. So for a unique idea, its uber could grant minicrits and unlimited clip to the heal target, and also regenerate ammo for allies in a small radius, similar to but slower than the dispenser. This would play on the idea of infinite ammo/energy that the grordbort weapons seem to have. this would be effective when pocketing classes which require reloading, like soldier and demoman, while being less effective with classes like heavy and pyro. the minicrits and ammo regen AoE would make ubering any class viable though.
