Restoration Effectiveness Enchant

This mod adds a new enchant called "Fortify Restoration Effect" which is pre-enchanted onto a disenchantable ring called "Ring of Minor Divinity" that can be purchased from Colette Marence at College Winterhold.

The enchantment modifies the effectiveness of restoration spells (such as healing) and can (just like archery enchantments) be enchanted onto helmets, gloves, rings and necklaces.

Known bugs:
Equipping items with this enchant makes other enchanted items appear more powerful than they actually are.

another possibility is that it has something to do with the alchemy glich for fortify restoration potion

After some testing it seems the bug is only graphical; eg. while using a ring with this enchant it says my armor enchant gives me 95points of health, whereas it only actually gives me the 67 it's supposed to.

This effect where originally designed for potions only by Bethesda, so for some reason trying to adapt it to enchantments aren't working as easily as I'd hoped. I'll still look into this if I get an idea, but if anyone else wanna pull this apart and see if they can fix it; feel free to do so.

@Crothen It should affact all spells in the restoration school as it up's the players RestorationPowerMod Actor Value.
