Weapon Traits:
-40% Attack speed
-60% damage penalty
Damage increases by 10% per hit, up to a maximum of 6 hits. Missing does not remove from the bonus. After 6 successful hits, damage is equal to 20% greater then base.
100% Mini-crits vs wet enemies

Enemies in water, or are wet when hit move 30% slower for 3 seconds.

Oh dear god, I have an idea. A weapon that can revive players where they were (assuming they weren't gibbed) and skip the respawn clock. Maybe less damage and firing speed, but still.

I fail to see how this looks anything like a defibulator. Abosultely perfect pack though, I'm just honestly a little lost on this one.

definitely want a damage increase, maybe a charge-up for MORE POWUH, and some damage advantages/drawbacks when either you or an opponent is wet, similar to a Pyro's Neon Annihilator (maybe it'll help promote more levels with water... I'm lookin' at YOU, 2fort, Well and Sawmill!!).
