This is how to play support as Io. This build is applicable whether you are dual or tri-laning.

Please note the following regarding the item build: Disassemble the Ring of Basilius and use both components in making the Tranquil Boots and Soul Ring. Any situational items needed should be bought before the Heart of Tarrasque. Buy Urn of Shadows before Mekansm, should you be in the situation to build one.

Please note the following regarding the skill build: You may skill 1 into Overcharge early to make sharing your regen easier; do this is if you predict that your Soul Ring may be delayed.

I wonder, why overcharge only got on lvl 10? Imho, you can't heal while tehtered if you got full hp. Overcharged can help this case in order to heal linked mate.

I mean you should always evaluate whether or not an item is even reasonable to go for. The heart is bulky as far as cost, but I consider it core because it just makes wisp so much stronger; it makes himself tankier so that you can stay in fights longer, and the regen transfers to whoever you are tethered to. That being said, I would maybe delay the heart if any of the situational items are needed, but I really love going for the heart right after mek if I can.

Do you see Heart as more as the "Luxury once everything else is bought, but before the other luxuries"? What is your reason to include it in the Core items, seeing that the item is incredibly expensive for a Supporter hero. I am yet to reach a situation where i am able to buy Heart above the other Situational items when i play Io.

the vlads is an entirely situational item. if you are on a team with a ck or a tiny or any melee dps heroes that would benefit from it, then it is a great pickup. By getting it on the wisp, you are not forcing your more important core heroes to spend gold on the vlads, thus you are supporting.
