Unique Ability: Wisdom of Nebo
Great Works of Writing yield +2 Science and +2 Culture. Receive a Eureka for completing a Great Work of Writing. May build the Royal Library unique building.

Unique Building: Royal Library (Replaces Library)
A building unique to Assyria's Ashurbanipal. Grants Great Writer Points whenever a City is captured, based on the number of Specialty Districts in the captured City. Provides a Slot for a Great Work of Writing, and provides +2 Great Writer Points.

STRATEGY

Ashurbanipal brings flexibility to Assyria, by complementing the general strategy of 'Conquer Everything' with Great Writers who then help contribute both towards Culture more than usual, but also to Science through both Science from Great Works of Writing and through Eurekas from expending these Great Writers. So although Ash may be less of a ferocious opponent than other Assyrians, he'll be able to maintain a technological edge in the background.
