This Animal-Pack makes very clear what exactly you are getting for your money.
Expect the bad reviews to represent not the quality of the content but peoples personal aversion towards this type of DLC, or the very existence of DLC in general.
Everyone who wrote their review, readily bought this pack because they wanted to get what's inside. No excuses.

Though I personally prefer the DLCs with building items and plants, I understand and respect, that it is the opposite for some players and that the introduction of these packs is a way for Frontier to listen to both parts of their community.

As far as animal packs go for me, this is quite a good one.
Offering a variety of different animal types including some truly unique ones.

If you enjoy new content for this game, buy it.
If not: Stick with the quite generous amount the base-game has to offer.
It's quite simple.

I feel like there are two types of players in this game.

If you play more casually or campaign-based and are mainly interested in seeing new animals, you might want to wait for the next sale.
If you are anything like me and play for creative building/landscaping, each of the DLC-packs will greatly enhance your possibilities and bring inspiration for hours of building sessions and unique looks to your zoo.

The "Arctic" pack might be the weakest of the first three DLCs though.
Personally I missed new plants and never really used a lot of the highly specific Christmas-decorations and fantasy-icepalace stuff. The most necessary snow/ice-rocks came with a free update anyway.
However the viking-theme offers a lot of usefull wood-pieces that I use regularly throughout my zoos.

The animals in this pack are subjectively less fascinating to me than in other packs.
Positive surpise might be the Dall-Sheep with it's unique shape and nice flocking behaviour.
The Polar Wolfs are beautiful but borderline-similar to the existing wolfs for a flagship-animal in a paid DLC.

All in all a nice addition to the game but not as unique, rich and convincing as "Southamerica" or "Australia".
