I will give this game benefit of the doubt.

For any gamer who is looking for a nice simulator game and looking to expand his city through he ages, this game is for you.

But for any hardcore Tropico fans, this is a lackluster game. In comparison with Tropico 4 there hasn't been changed much.

All in all it is still a good game and if you money is not a problem, get this game. But if you looking for quite similiar game and don't want to spend to much money on this game, checkout Tropico 4.
