At first it might seem that if God created all things, then evil must have been created by God. However, evil is not a “thing” like a rock or electricity. You cannot have a jar of evil. Evil has no existence of its own; it is really the absence of good. For example, holes are real but they only exist in something else. We call the absence of dirt a hole, but it cannot be separated from the dirt. So when God created, it is true that all He created was good. One of the good things God made was creatures who had the freedom to choose good. In order to have a real choice, God had to allow there to be something besides good to choose. So, God allowed these free angels and humans to choose good or reject good (evil). When a bad relationship exists between two good things we call that evil, but it does not become a “thing” that required God to create it.

God allows Satan to play his part in tempting man, there has to be an opposition in all things, therefor Satan is in opposition to God. Man is tempted so that he will have to decide which way he will go, he will either choose good or evil. If there were no Satan then there would be no temptation in the world and man would only do good, knowing only good, therefor he would not be able to prove himself.
If we only knew good then there would be no advancement for us in the next life. Knowing good and evil man may prove his worth in the sight of God.
Before he was called the devil, he was a high ranking arcangel known as Lucifer. When God created the angels and the souls in heaven, all were given the freedom to think and make decisions for themselves. At one point "..war broke out in heaven" between God and Lucifer. God could have destroyed Lucifer right then and there but how would this have looked to everyone else? It would not have appeared to be the fair thing to do to destroy him for making a choice albeit the wrong one. Since God gave them the freedom to choose God had to honor Lucifer's decision along with those who sided with him. Instead of destroying them all God chose to banish them from heaven.
