Your cl_interp value should always be 1/cl_updaterate. So since most servers are 66-tick, 1/66 = 0.015. This is the correct setting for cl_interp. When this is set incorrectly, you will run into registration issues. That's why you see always see people complaining about "I shot him and it didn't do damage!" or "That was a headshot... but it wasn't a headshot!" or "I see blood but didn't do damage!".

Rates are muy importante!
