Quick Rule Breakdown:
The goal of mahjong is to make a hand consisting of 4 sets (triplets called pons or sequences called chiis) and one pair. There are two exceptions to this rule: Seven pairs and 13 orphans.
However, in order to claim a win a player needs at least one yaku (multiplier). See http://en.wikipedia.org/wiki/Japanese_Mahjong_yaku for a list of yaku.
