Whilst this is not the worst game I have ever played, it is probably in the bottom 5. It fails on many levels:

The campaign maps of the town areas are confusing and you have no real feel for where you, your men, or your businesses are.

The combat is exceptionally clunky, especially when you compare it to the action point mechanic of just about any other game, but especially X-Com.

I would not recommend this... sometimes clues are too obvious, seeming like red herrings, other times they are too opaque. It is possible to 'solve' a case by banging up a perp, getting props from your captain and still have no idea what actually happened, other than that the guy who goes to jail prolly didn't do it.
