Pure chaotic nonsensical fun. The story and dialog are terrible...and irrelevant. It's all about the gameplay. Dual grapples, parachutes, plenty of different vehicles (including boats, helicopters, and planes), a decent variety of weapons, and an enormous amount of "things" to do and collect.
