It all began with the Climate Controller. The Combine built it in hopes of controlling Earth's climate for future use. But things went awry. Interacting with the chaotic nature of Earth's weather patterns, the Controller caused parts of the planet to be scorched into bone-dry deserts while plunging others into an endless winter. But in some places, such as City 17, the Controller worked, allowing the Combine to fully control temperature and weather patterns.The sudden change in climate caught many civilians off-guard, resulting in a death toll in the thousands in the first few days alone. Rebel forces were annihilated, and the remnants that survived were ambushed and slaughtered. Few rebel outposts were able to maintain a significant presence. Yours is one of them.In the remains of a frozen city, separated from the Lost Coast by an ocean, is where you start.
