Starcraft 2 was designed around making it the most balanced game ever made. It was designed to be more balanced than the game it was following Starcraft: Brood War, which at the time of Starcraft 2's launch was over 10 years old and thus had about 10 years worth of patches and balancing to make it pretty much the most balanced game out there, bar maybe Chess. So it was not going to be easy at all, also bearing in mind that currently SC:BW still has the bigger following in Korea (the Mecca of professional Starcraft) with players earning 6 figure salaries.
The first and major step they took to address balance was to strip it down to the bare bones, give the player less units, but make those units mean more. This means that instead of there being a million and one not so great ways to play (and thus balance) there would be a few very good ways to play and those ways could be balanced accordingly. Doing this would also mean that each unit had to play an important role in either the players economy (gathering recourses) or in his army. This also allows for builds and game plans to be formulated a lot more strategically, and not based on guess work/chaos.
Another way in which they 'balanced' Starcraft 2 was with the introduction of Battle.net 2.0. Battle.net had already been used to connect players in Diablo/Diablo 2 and Starcraft/Brood War, but with b.net 2 Blizzard wanted to make just jumping in and playing a game Vs another person easy, fun and competitive at all levels of play, be that if you're one of the best players in the world or if you've just picked up the game and have no idea what to do. This was achieved through the use of a leagues system, there would be (initially) five leagues (bronze, silver, gold, platinum and diamond) in which you could be placed for either 1v1, 2v2, 3v3 or 4v4. To get placed into a league you would need to play 5 placement games where the game would try and place you Vs other people that might be at you're level and that might not be, you're participation in these placement games would then put you into a league. Once placed in that league you would then be pitted against other people from the same league to work your way up to the number 1 spot in that league. Once at the top your then put against players in both you're league and the league above, doing well in these matches would result in a promotion and the process cycles.
The way you're place in the ladder is judged is on points, you gain points for wins and loose points for losses, the game will also tell you and put you Vs people who you would be expected to lose against, if you do loose the match you will only lose a small amount of points, but if you win you would win a lot more points than a normal win.
