Really a great city building game. Once you start it, it's hard to click that quit button. It has a really strong modding community that makes this game all the more enjoyable.

If you're on a budget, but want some DLCs, my advice would be to go only for the DLCs that you feel would work for you. Some of them are a game changer (in a good way), others are mostly just a filler.
When you're able to and feel like it, go for the other ones too. I'd say it's worth it in the long run.
