It's extremely good at being very stupid...in a fairly intelligent way. The game is built out of sharp breaks from reality, and the more I mention the more gets spoiled, but a random sampling could be:
Naked giant, Tron, Burt Reynolds, Wrestling, Text Adventure, Power, Gimp Chariot Races, Kicking a plane, Autotuner Voice.
It's an extremely competant sanbox game underneath all that too - and character customisation is extraordinary (although slihgtly weaker than SR2 in some areas) and has 7 different character voices, each well-acted and with full dialogue throughout the story. You can sink many hours into airstriking rival gangs, upgrading your fleet of cars with wheelblades or diving into traffic for money. But you'll be propelled onwards by the insanity, mostly.
This and the original TLJ - £3.75 for the bundle right now on Steam, and possibly the most mature, considered adventure games ever made. And that's not even mentioning the detailed worldbuilding, the writing that stands out even today, and characters that make their mark even years on.
It really is 'Weighted Companion Cube: The Game'. But not nearly as limiting as that sounds - Teotl Studios has put quite some effort into making sure that puzzles remain fresh and interesting, and that's there's always some reward for going off the beaten path.
Given that it's a pretty pure physics/logic puzzler, the inclusion of enemies might be a sticking point to some - they're squishily satisfying to crush, and the combat certainly breaks up the pacing nicely, but it does mean you can't boot it up for a stress-free 10 mins before bedtime.
It's also worth mentioning that this isn't a 2-hour 'indie experiment' - there's around 6-8 hours worth of solid content in here, which does justify the slightly higher price-tag. That said, it's been confirmed as being in one of the packs for the Christmas sale, and is definitely worth snapping up at a discount.
