Just Cause 2 is... It's ridiculous. Fantastically ridiculous, and that's just what gives it the legs to be a really fun open-world game. The combat, whilst initially quite tricky, is fun and quite versatile in terms of the ways you can defeat your opponents. But it's really just one of the most fun games to 'dick around' in that I've ever seen; stealing a jet from an air base to crash it back into another jet taking off, climbing up buildings to basejump, tying a helicopter to another helicopter to watch them in mid-air... I could go on, but the free-roaming fun is really something best experienced.

The story is pretty piss-poor... But you're not playing for the story, and it's sufficient and the cut-scenes are skippable enough.
