What can I say? It's the elder scrolls. Don't know what to do next in Skyrim? Find an unsuspecting person and stalk them for a while. It could take a while to learn about them. Who they love, hate, which house they own, where they work, where they hang out, etc. After you're satisfied with your knowledge, rain arrows upon all they have ever loved, steal all they own and then go do a quest or something. Hooray!
