New system in place

New Wiki Cap system just got out of long weeks of bureaucracy and finally gets tested against real-world data. Unfortunately, the build-up from the past weeks was too great for all candiates to be judged this week (some mods had to leave as it was getting too late, leaving not enough mods to make a sound decision).

The system will continue next week, hopefully with a more normal stress on it.

Today we dropped 11 fresh Wiki Caps to many of the users who have been deserving of one for a long time but had not got one due to the flawed system.

This marks a change in the way we decide who gets the cap, a change the staff have collectively agreed on, toward a system of awarding them as needed. This will be elaborated on to the public soon; we obviously want to communicate our reasoning as clearly as possible.
