Why? Because it's currently not possible(technically) to achieve it for everyone.

Nothing special - now I added the Steam Holiday Sale 2012 to our requirenments list.

The ninth badge,...this translator one,...is currently not needed...because it's simply not possible to earn it technically for all members.

...and to be honest...I don't want to work for Valve for free to get a crap badge,...I want money for WORK ;)
