On the PoOP group profile (top right corner) there is a list of actions and one is called INVITE FRIENDS. click it and invite your friends can hand select the nice ones or just click all if your lazy and it will hopefully help fill the server up.

In response to error i had late last year reinstalling steam fixed TF2 from crashing on startup.
