call of duty 4 doesn't work with steam, you can add it to steam by installing it on your pc, then on steam clicking on game, then adding a non steam game to your games list and launching from there, if it is modern warfare 2 then when you install it automatically links with steam, or if you use the cd key in steam, but if its the original, it doesnt work with steam at all and has it own servers/dedicated support
