for some strange reason I can not buy Jade Empire in Steam (living in Russia)

recently I received Steam Coupon - 75% off on the title Total War Shogun 2

is it possible to somehow trade it for Jade Empire?

Having issues getting this game to work, if i select play or configure i get a failed to find steam error . . . any ideas guys, before I chew steams ear off :D
