Ive got RDP server setup as the streaming server also, it has a console session that remains unaffacted with additional RDP connections.
I wasn't aware that you could setup steam under a second, non console, user and then stream the content to another machine. I believed it just sends the render over the network. If that was the case couldn't they do a 'console' only streaming system where there isnt anything on the host pc for steam to stream?!
I do make things confusing so here goes. Can you start the streaming session through remote desktop where the user isnt logged on as console and where you able to successfuly do this before the update?
