Trying to apply as a traslator from Italian

Hi,
It's been a while since I've been trying to get access to the Steam Translation Community and help with translations from English to Italian but I'm stuck at the initial two steps. Apparently the queue of pending applications isn't dropping under 11, thus forbidding me to even apply. Is there something I'm missing?
Also the Italian group is "administratively disabled", which worries me a little.

I guess I wasn't expecting there to be many applications to check. Also the discussions aren't very "lively", I thought the whole community was dormant.
