The servers aren't guranteeded to always be used, I checked the Unmetered website and it says there is a risk that your usage can get metered.

Can anyone tell me why all my Steam downloads via TelstraClears "Unmetered" server are appearing on my monthly usage meter? I understand some steam content may not be cached, but I'm getting pinged for downloading TF2 and Dead Island (which is a new release game). As far as I can tell, all my steam downloads are going on my usage meter. Yes I'm using the telstraClear Unmetered server in my Steam settings.
