SUPERKILLER192, EA games like ME2 handle DLC separate from Steam. You have to register the code on Bioware's site and then download the DLC from there.

I bought Mass Effect 2 digital deluxe edition but now I can't get the downloadable content because every time I write in the code it leads me to bioware but you need credits to download the extra content which I don't have help please!

Yes. Right click on the game in your game library and click "Delete Local Contents".

HOWEVER, why are you wanting to reinstall? If you're trying to fix an issue with a game may I suggest you Verify the Integrity of the Game Cache files first (to save downloading, as this often fixes issues!).

This can be done by right clicking the game in your library --> Properties. Under the LOCAL tab --> Verify Game Cache Files.
