I can't edit so I'll post again. The dinosaur_noise sound may make sense when splitted, as you clearly hear whispering/talking, but more likely is the sound playing when you are near a SSTV/morse area.
Anyone considered that the fizzle sounds bitrate are much, much higher than any other dinosaur sound? Divide the dinosaur fizzles with 8, and you will see the bitrate will be the same as the dinosaur sounds, and the fizzle sounds are also Stereo, something that no other sound is not. It should be possible splitting the sounds playing at right from the ones playing at left. Considering the name "fizzle" and how the sounds itself does not make sense, there might be many sounds running on top of each other?
The dinosaur_noise.wav is Mono 705 kbps, and guess what.. thats 1411kbps divided by 2.
This might be a clue?

Nevermind, the HalfLife wiki has something on it. Drop the g and you get a username and a password. Drattmann (username) and h0nee (password) and you can use them to connect to the BBS that we've gotten the ASCII from for a few days.
Anyone notice the Portal 2 announcement in Steam's UI has several letters that are underlined : drattmanngh0nee is what I found. Is this a anagram or other puzzle to solve? or am I just grasping at red herrings, now?
