And I believe that's the one I was playing years ago, which was pretty good.
CTF works a lot better for it since you can have equal parts defenders waiting for the enemy to come to them, and attackers trying to co-ordinate medic/engy creep in little push/build fort/repeat ebb and flow. You're using the entire map as a result, especially since scouts can't just bypass your team to win.
That said, CTF does work really well on it.

convoy an Unreal Tournament map converted to TF2? That might explain why it doesn't play too well in TF2.
also, is damagespread disabled? I noticed you disabled bulletspread, but is damagaspread enabled aswell? I have three plugin suggestions for you. https://forums.alliedmods.net/showthread.php?p=648899. Players can toggle if they want to voice chat with the other team or not for themselves, kinda like the voice equivelant of pressing Y instead of T.
