If you mean the Thirty-One near the top, I believe that is the number of pages in that day's issue of the newspaper. If you meant the 31 after the group guide's name, I believe that denotes his age. Does anybody know what the DOE.* near the top means? I'm falling behind on these Mystery Mondays now.
what is that 31? it's not the clue.. but I don't understand what it is.....

No need to feel unintelligent. Even those of us who scored high in scholastic aptitude tests may spend hours looking at an obvious clue before it becomes apparent. You can be sure I "face-desked" after discovering the clue.
