There are no changes for non-Steam players : they will be able to play all Community Levels sent by BTM creators.

Only Community Levels created by Steam users and sent (or re-sent) after the update (and through the Beta) will be available in the Steam Workshop. Just like Portal 2 and other games, you'll be able to suscribe to them and access them in a special tab in the BTM Community Section.

The main benefits of the Steam Workshop integration is that you'll be able to browse levels easily, comment levels, suscribe to Users you like, suscribe to Collection, etc...
