Right click on the ArmA 3 Alpha entry in your library and select "Properties > Updates > Always keep this game up to date".
If the beta update doesn't start downloading (give it a while) then try "Properties > Local Files > Verify integrity of game cache".
If neither of those work, try searching for an answer and helping yourself. If all else fails submit a Steam support ticket.
Of course ... if you have the alpha lite version (not paid for) you won't receive the beta.
"People who participated in the Arma 3 Alpha will gain access to the Arma 3 Beta by downloading the automatic update on Steam."
Which part of that sentence doesn't make sense? If you have the Alpha, you will receive the beta.
