supposedly one of the metrics is a 1000 dollars in sales of the game on the steam store.

This new rule is frustrating. I have several small indie games that are supposed to drop cards, but can't due to the mysterious "confidence metric" requirement. I've actually played the games, so they aren't just "card farming" games.

I think Valve should have their developers certified before letting them implement trading cards in their games, and also, the cards should come with the purchase instead of waiting for their drop while playing. A lot of people is not interested in playing the game, but leveling their steam accounts, which leads them (the players) to idle bots, and that should be addressed too because it also harms the system with false gameplay data.
The way this is being handled makes Valve's data okay but harms everyone else involved in the process.

As far as I know, cards can only be uploaded on the backend after your game is cleared to drop cards.

Developers made trade cards but Valve prohibited cards' dropping in some games.
It's Valve's fault for sure.

Cards listed on store pages that don't actually drop = false advertising

That's the fault of the developers, not Valve. If they haven't reached said confidence rating, they shouldn't be advertising things they can't deliver.

Achievements are not protected on Steam and easily cheated. They tried doing something on them, google steam summer sale event of 2011 or 2012

You should add that you get cards if you receive certain achievements in the game, which are not just like "Started to play!" etc. Could be fun for the players, and better for the steameconomy and game suggestions.
