I'd just like to know exactly what they mean by "rebalanced difficulty". They saying they made it easier, harder...what?

When you play a custom campaign (4 factions) and invade an enemy-occupied territory, normally you only fight against the enemy who occupied the country. with "FFA AI's always join battle" turned on, all of the factions will be in the battle, even if they didn't have any units on the country.

What does the option "FFA AI's always join battle" actually do? The description just repeats the name of the option.
