Base game runs perfectly with windows xp pack 2 but i cannot open the ScenEdit. I have tried other compatibility modes but nothing seems to work. When i try to open the app it simply dosent do anything, Please help

game loads up fine videos play fine gets all the way to main menu fine, at main menu can't even click on anything no matter what. I'm sitting at the main menu and I noticed my mouse is not moving around as fast as I'm moving it. I hover over any of the selections and none light up or I sit on one forever and still nothing I am even clicking it real crazy(not crazy fast and breaking another mouse), and the game just sits there at main menu can't even click quit.
