If we lose to a hacker, does our ranks get fixed? CS:GO

Seriously, why isn't hacking instantly banned. Who cares if you don't want them to know what hack they got banned for. Isn't just banning hackers immediately better off anyway? Other than that, I wanna know if ranks are fixed after losing to a hacker.
