OT: As has been said, all you can do is contact Steam Support. But the fact is if a cheat was used on your account, by ANYONE or ANY program, then sorry, but the ban will stick.

Totally worth it and totally legal. Though you're right, you never know if otherwise perfectlly acceptable mods are laced with detectable cheats...

The other messes with core game files. That means code files, e.g. DLLs.
