Converting to new efficient format.
I've seen a lot of people complaining about this.
Apparently it's messed with everything from Skyrim mods to taking up more hard drive space.

I'm curious what the justification for this was. What is it that make it worth upsetting so many users across so many games?

For example, smaller and faster updates.
Right now, if a 1Gb file changes 1Kb, you download the whole file, with the new system only the modified part will be downloaded to update.
It will also allow ISPs the use of CDN services to speed up patch distribution and downloads.
It will also allow in the future to install games on different drives.

Incremental updates would require either an entire version history of modules to load into Skyrim, or one "base" module and one "patch" module for each mod. It could be done easily from the Steam side, but there's an upper limit of modules Skyrim will load into the game, and I'm not sure if this is very easy to work around.

A question regarding a steam feature that just happens to interefere with Skyrim along with other games.... doesn't belong in a game specific forum. (Also why it says "...so many games...")
