Scenario Help!!

I am having an issue with the scenario Oil and Coal, in the Castle Rock route. After I couple to my tank cars (1st step) I then proceed to the mainline where I am met by a red signal. I hit TAB only to be denied. I never get approval to pass. Ive sat there for 15mins and nothing happens. Any help would be appreciated.
