I suppose for the same reasons that Europeans would love to pay in USD instead of EUR again: inflated prices compared to the US ones. Which is also the reason why it won't change.

If pricing was in USD all you would get is that the USD price would convert to the existing euro rate

Which still doesn't make sense because he wants Rubles TO Dollars, not the other way around. And again if he's from KZ why not ask Rubles to the Kazakhstani tenge instead?

And I'm still not hearing any compelling reason why this is being requested. I belive Russia is the only region that uses Rubles on the Steam Store. Therefore why would Russian users want to pay in USD?

Not true, many countries outside Russia uses roubles. They are known as CIS. In some cases these countries primarily use currencies that aren't roubles. This has nothing to do with the government and everything to do with how Valve region works.

Rubles is a very unstable currency. I see where you're coming from though, guess we'll never know the OP's intentions since he probably will never reply.
