Cant download Played Competative Games CS:GO

I cannot download the competative games i have played niether can any of my friends in my steam list. every time we try it says corrupt download delete and retry. i have tried deleting the downloads and verifying my game cache, and leaving it for a few minutes does not help as none of the games download even from the day before.
Is this country/server specific if so does this mean thay no one in my country is able to have there games downloaded and reviewed by overwatch letting the scum cheaters run wild?....
There seems to be a few post regarding the corrupt download problem wich is a small problem as long as the overwatch users can still download the matches to check up on the cheaters.
