About scammers
It's just a wave through my mind that valve should make creating new accounts harder to reduce the number of clone ones to be used for scamming
What do you guys think ?

You already can't start a chat or send a friend request if your account doesn't have any games or purchases. Besides, many of the scammers and phishers use accounts that they have already stolen from someone else anyway, not new accounts.
