They're not mysterious at all, they're just virtual 'swag' that drops when you play a game or get an occasional booster pack afterward. It's a way to "level" your Steam account and, honestly, just a way for Valve to make more money for very little work.

I have all ten of the cards already, just waiting for the time to craft them as its not ready yet to do so.
