Steam Store or Community Market not loading / black screen fix Windows 7
I discovered a fix for this just awhile ago. Hopefully i'm the 1st one to post this, if not, please do reply and i'll close the thread.

Things i have tried that didn't work:
1. Pressing Ctrl+Shift+Esc a.k.a. windows task manager and force close steamwebhelper.exe
2. Going to the local app data like: C:\Users<username>\AppData\Local\Steam then deleting the "htmlcache" folder then restarting Steam
3. Reinstalling steam itself but saving the "steamapps" folder so there's no need to redownload all of the games.

The thing that did work for me:
Close steam, then simply go to your steam folder: C:\Steam\bin\cef then delete the folder named "cef.win7". Then launch steam. It might take a few minutes for the folder to be redownloaded, the steam window might stall a bit, give it like 5 minutes, close then relaunch Steam and the market should work now.

what i discovered is that the steamwebhelper.exe was not running alongside steam.exe, even if you reinstall steam or force run it from c:\Steam\bin\cef\cef.win7 it gives an error like a .dll is missing.
